Specialist Aviation Safety & Compliance Services

Starjet Aviation is an Australian aviation consultancy specialising in regulatory compliance, safety performance, and continuing airworthiness oversight. We work with operators, maintenance organisations, and aviation authorities to strengthen compliance, performance, and operational safety across the sector.

Led by Managing Director, Ekrem Aceruzumoglu, Starjet Aviation draws on more than forty years of experience in aircraft maintenance, engineering management, maintenance control, and aviation regulatory oversight. Ekrem is a Licensed Aircraft Maintenance Engineer, holds a Master’s in Aviation Management, and is completing a Doctor of Engineering focused on predictive safety and regulatory performance in aircraft maintenance organisations.

As an academic researcher in aviation, he combines evidence-based analysis with extensive field experience. His career includes managing the continuing airworthiness of the Commonwealth of Australia’s flight survey fleet operated by the Civil Aviation Authority Flying Unit, later becoming the Airservices Australia Flying Unit, followed by twenty-six years with the Civil Aviation Safety Authority (CASA), including extended stints as Manager Regulatory Services.

At Starjet Aviation, this blend of technical expertise, regulatory experience, and academic research informs every engagement. We combine practical maintenance understanding with analytical rigour to help organisations develop robust systems, achieve regulatory compliance, and embed a strong culture of safety and continuous improvement.

What we deliver

Regulatory Approvals & Applications

Efficient support from application to approval.

  • Preparation and submission of CASA applications and associated manuals under CASR Part 42, Part 145, and CAR 30.
  • Acting on behalf of organisations in direct liaison with CASA.
  • Development and amendment of Maintenance Organisation Expositions (MOEs), Continuing Airworthiness Management Expositions (CAMEs), and compliance documentation.

Regulatory-Compliant Expositions and Manuals

Clear, compliant, and audit-ready documentation.

  • Authoring and updating manuals for CASA CAR 30, Part 42, and Part 145 organisations.
  • Development of Safety Management System (SMS) manuals aligned with ICAO Annex 19, CASA requirements, and those of other National Aviation Authorities (NAAs).
  • Tailored documentation designed to meet regulatory expectations and withstand scrutiny.

Audits & Performance Monitoring

Independent assurance and predictive performance oversight.

  • Independent safety and quality audits of AMOs and CAMOs.
  • Pre-audit readiness assessments for CASA oversight.
  • Application of a proprietary performance-measurement methodology developed by Starjet Aviation to detect early indicators of deteriorating safety or compliance before they result in findings or incidents.
  • This analytical approach complements existing Safety Management Systems (SMS) by assessing organisational “vital signs” across compliance, maintenance-operational, and cultural dimensions.
  • It provides management teams with greater visibility of emerging risks and areas requiring early intervention.
  • (This predictive performance-measurement methodology is currently delivered through Starjet Aviation consultancy services and is being further developed for future digital application.)

Regulatory Response & Corrective and Preventive Action (CAPA)

Structured guidance for effective and sustainable outcomes.

  • Helping organisations close findings properly the first time and reinstate full compliance with sustainable outcomes.
  • Preparation of detailed and data-supported responses to CASA and other National Aviation Authorities (NAAs) regarding findings, safety observations, and audit outcomes.
  • Development of Corrective and Preventive Action (CAPA) plans that address both immediate and underlying causes.
  • Facilitation of root cause analysis workshops to identify contributing factors and support effective corrective strategies.
  • Verification of CAPA effectiveness through follow-up reviews, evidence evaluation, and closure validation.
  • Advisory support to strengthen compliance governance, ensuring future audit readiness and continuous improvement across quality and safety systems.
  • Assistance in drafting and submitting formal CAPA correspondence and regulatory responses that meet the expectations of CASA and other NAAs.

Training and Mentoring

Developing confident, knowledgeable, and regulation-aware leaders.

  • Drawing on extensive experience as a former regulatory authority inspector, our principal has trained and mentored highly experienced maintenance and airworthiness personnel transitioning into regulatory and senior management roles.
  • We provide regulatory guidance and mentoring to industry professionals in key management positions who seek a deeper understanding of CASA and ICAO requirements.
  • This service is particularly valuable for foreign organisations holding or seeking to obtain CASA approvals, where nominated key personnel must demonstrate regulatory knowledge and role-specific competency.
  • Support includes nominated postholder mentoring and Form 004 interview preparation, ensuring candidates are confident, well-briefed, and capable of meeting CASA’s expectations.
  • Customised mentoring programs strengthen accountability, compliance awareness, and decision-making across all levels of maintenance and continuing airworthiness management.

Foreign AMOs/MROs Seeking CASA Part 145 AMO Approval

Smooth entry into the Australian regulatory system.

  • End-to-end Part 145 application planning and documentation support.
  • Development of expositions, manuals, and procedures aligned with CASA regulatory requirements.
  • Advisory and readiness assistance for on-site hangar inspections.
  • Post-approval compliance mentoring, helping organisations align their documentation, processes, and key personnel with CASA’s regulatory and competency standards.
